怡聯是由怡和船務（中國）有限公司及深圳聯合國際船舶代理有限公司于2004年合資設立的船務代理公司。

加強營銷分散業務 深圳怡聯國際積極拓展商機

全球經濟環境仍然不明朗，營運成本卻不斷上漲，未來一年航運業的經營環境可謂充滿挑戰。深圳怡聯國際船務代理總經理關桂祥卻對未來一年仍抱樂觀態度。透過強大的股東網絡、豐富的業內經驗和先進的現代管理，怡聯將加強營銷能力，並把業務多元化。

怡聯乃是深圳聯合國際船舶代理有限公司，以及怡和船務代理(中國)有限公司合資經營的一家船務代理公司，於2004年成立，服務範圍遍及全中國及全球。怡聯的股東深圳聯代由中國交通運輸部和中國外輪代理有限公司投資，透過其關係，怡聯的服務範圍可遍及全中國。另一方面，另一股東怡和船務擁有目前亞太區最大的航運代理網絡，並可透過其關係，把服務遍及全球，由此可見怡聯實力雄厚。

怡聯的服務主要分三大類，其中最主要的業務為港口代理，其餘兩類分別為班輪代理和貨運代理。

怡聯的港口服務除了提供全程的代理服務如協調引航、安排一關三檢、拖輪、泊位、與港口當局聯絡、安排船員遣返、供給燃料和生活品等、安排借支和付款、緊急事件處理和港口理貨外，亦代理各類散集貨船如煤、鋼沙、糧食等，並提供船塢維修、海洋工程、甚至郵輪客運等服務。班輪代理服務則為班輪及駁船承運人提供一站式服務，包括市場營銷及客戶服務、單證操作、代收代付運費、以及物流服務如延伸貨運、倉儲、報關等，幫助客戶在正式設立地方辦公室前提供服務。至於貨運代理方面，怡聯提供的服務與傳統的貨運代理稍有不同，傳統貨運的服務對像為付貨人，而怡聯的服務對像則為船公司；怡聯為了避免貨運代理客戶之間有利益衝突，因此在接受了某一客戶之後，基本上會避免再接受與其有利益衝突的其他客戶。

去年全球經濟不景氣，對航運業來說是艱難的一年。關總表示，經濟不景氣對怡聯雖有影響，但不算嚴重，原因在怡聯近年採取了分散業務策略；不單止在地理上分散業務，在產品上也採取分散策略。「過去兩年我們發展了很多不同的華南口岸，包括汕頭、湛江、防城、南寧等，我們在這些口岸除了有集裝箱業務外，還有散集貨船、修船業務、海洋工程等。透過這些服務，我們去年的營業額提升了20%。」關總說。

此外，怡聯亦會加強管理質素，以贏取客戶的信任。關總表示，怡聯是合資公司，在管理上採用外資的方法。例如，怡聯十分重視安全管理，它及其母公司怡和船務是全亞洲唯一獲得英國OHSAS18001安全認證的船務代理公司。此外，怡聯亦訂立了「專業守則」，加強船東和客戶的信心。怡聯亦設立了一系列的關鍵績效指標(KPI)，以增強管理和服務質素。例如，怡聯規定船員必須於船隻泊岸後兩小時內登船；由報價至最後出發票，價錢的差距不能多於10%；另外怡聯亦會向客戶發出問卷，預期每次都有90分或以上。透過這些措施，怡聯的管理和服務質素均得到提升。

怡聯亦積極提供創新的服務，為客戶提供更大的方便。例如怡聯提供的船隻追蹤服務，集中一次收取全球性客戶的提早集資(Prefunding)，然後客戶便可24小時隨時得到船隻最新的狀況資訊。據關總表示，很少船務代理公司能提供這種服務。

在提升營銷能力方面，怡聯在去年底針對海外如香港、新加坡和台北等客戶，成立了集團的營銷中心，在未來一年會有一系列的銷售推廣活動。至於內陸客戶方面，怡聯會更深入重要口岸以外的不同地區，面對面為客戶提供服務和研究合作的機會。

今年的經濟環境有許多不利的因素，如國內購買力減低、工資成本增加，通漲等。關總對前景仍感樂觀。關總相信，集裝箱業務供過於求的情況雖會延續，但某些航線的運費己呈反彈。以亞歐線為例，去年同期仍是700至800美元一個20呎櫃，但現時已超過1,000美元。此外，怡聯的分散策略亦有助公司今年的表現。關總說：「近年我們開拓非班輪服務，如修船、海洋工程、客運等，這些營運對比國內傳統船務業務還是很低，有很大的發展空間。」

Ship Husbandry

Coordinating with ship master for the update of the vessel before her arrival, and on the other hand to deal with pilotage, tugboat, terminal, customs, marine safety and administration, inspection and quarantine to ensure all jobs to be done immediately upon her arrival to shorten the port time; which also to be applied for her departure.

Port Agency - Container Liner

Other than ship husbandry services for the vessel, container control, and transhipment services are also provided.

Port Agency - Tramper & Tanker

Other than ship husbandry services for the vessel, also coordinating with shipper and/or consignee, any supplies such as bunker, water, and/or else, crew change, survey etc.

Port Agency - Dry Dock

Other than normal ship husbandry services for the vessel, coordinating with shipyard to confirm the dock, clearance and delivery of the parts, appointment for inspection will also be done.

Port Agency - Offshore

Other than normal ship husbandry services for the offshore vessel, coordinating with the port and their site authorities, clearance and delivery of the parts, crew transportation from/to the offshore vessel, and any supplies will be provided.

Port Agency - Cruise

Coordinating with local government, immigration, customs, police, terminal to ensure the husbandry services to be done well with safety as the priority measure.

Liner Agency

On behalf of liner carrier, sales and marketing, customer services, documentation, logistics, and finance services will be provided in good order to ensure principal can be developed well in the market.

Freight Management

Canvassing cargo for liner carrier as the preparation for their would-be direct call.

Liquid Cargo

Carrying liquidized cargo by iso-tank from/to almost all global origins/destinations in the China market.
